Answer:
Basically there was flooding caused by overflowing of water flow that occurs on a channel or river. It could happen anywhere, where the high and low places.

At the time the water fell to the earth's surface in the form of rain (precipitation), the water will flow into a lower place through a channel or river in the form of surface flow (run off) portion will be entered / seep into the soil (infiltration) and some more will be evaporates into the air (evapotranspiration).

In fact flooding is a natural event in the flood plain area, why can naturally? Because the flood plain formed by the flood event. Floodplain is an area formed by the flood sedimentas. When floods occur, not only water but also soil brought from the river flow downstream. Flood plains are usually formed in areas pertemuan2 river. As a result of this sedimentation event, flood plains is a fertile area for agriculture, has a shallow ground water that is well suited for residential and urban areas.
